According to the Ministry of Health and Welfare on the 19th, the revised National Health Insurance Act, which calls for mandatory identification of health insurance, will take effect at nursing institutions nationwide from the 20th. The move is aimed at preventing cases of illegally receiving health insurance or borrowing or stealing health insurance cards to secure medicines under someone else’s name.

The government-recognized identification card is a certificate issued by administrative and public institutions that includes photos and resident registration numbers such as health insurance cards, resident registration cards, driver’s licenses, passports, and foreigner registration cards. Electronic ID cards such as electronic signature certificates such as joint certificates and simple authentication and mobile driver’s licenses are also available.

However, photos of identification and new passports cannot be used. This is because the last digits of the resident registration number are not listed in the new passport. However, if you have a passport information certificate, you can also use your new passport as an identification card. In the case of a certificate or document with an expiration date written on it, the period must not exceed.

When using the mobile health insurance card application, it is recommended to check whether it can be used in nursing institutions scheduled to visit. This is because a problem that can install other people’s mobile health insurance cards has been found. When installing the app, you can use it by entering the authentication number received by others into your mobile phone. The government plans to improve the installation of the app only on its own mobile phone and monitor whether a mobile health insurance card is being installed on various devices. If there is a legitimate reason for difficult identification, such as a minor, you can present your resident registration number as before. Patients in emergency situations, who receive re-examination within 6 months after identification at a nursing institution, referral and return for medical treatment, and long-term care ratings among nursing home residents are subject to exceptions for identification. Even if the agent is prescribed on behalf of the patient due to reasons such as unknown consciousness or difficulty in moving, it is not subject to identification.

Even if it is difficult to identify yourself, you can see a doctor. However, you have to pay the full amount of medical expenses, including health insurance charges, and receive treatment. After that, if you visit a nursing institution within 14 days with your ID card, it will be checked and settled with the amount covered by health insurance.

Anyone who has lent or borrowed health insurance qualifications can be sentenced to up to two years in prison or fined up to 20 million won.

The Ministry of Health and Welfare explained that the National Health Insurance Act has been improved with the aim of enhancing fairness in the health insurance system. Currently, many nursing institutions do not check the patient’s identity and only receive a resident registration number, so there have been many cases where the system has been abused. According to the National Health Insurance Service, an average of 35,000 cases of title theft have been detected over the past five years. It is estimated that there will be much more cases of actual theft that have not been discovered.
